The Iglesias law was issued on 11 April 1857. This arrangement was part of the first group of liberal laws Ignacio Comonfort, who had replaced Juan Alvarez as president of the Republic, issued before exploding at the end of 1857 the Three Years War or Reform. 

the Law  of Parochial Perquisites, also known as the Law Churches for the authorship of José María Iglesias (Minister of Justice, Ecclesiastical Affairs and Public Instruction) between January and May 1857, it was one of the most important reform laws. Regulating the collection of parochial rights, preventing those who were required not win more than the necessities of life, and imposed penalties on members of the clergy who do not observe. 

The Iglesias Act sparked several criticisms: between the liberal press was welcomed, while conservatives and clergy made it censured and protests. With these laws the power of the Catholic Church, which for more than three centuries in Mexico had participation in affairs outside the Christian faith is affected.
