Harvey Warren Sax is a finance and investment advisor who is the founder and CEO of Sax Angle Partners, LP - an investment partnership and equity fund. Sax is responsible for creating one of the first publicly traded Internet companies and is also credited for creating the first web presence for numerous Fortune 1000 companies.

In 1994 Sax founded one of the country’s first web development companies, HomeCom Communications, Inc.
HomeCom is credited with launching the first websites of some of the country’s most prominent Fortune 1000 businesses including: John Nuveen, Synovus, SouthTrust Bank, Robinson Humphrey, AFLAC, ABN AMRO, National Commerce Bank of Saudi Arabia, Marine Midland Bank, Red Lobster, Olive Garden, Chili's, Macaroni Grill, Maggianos, Landry’s Joe's Crab Shack, Magellan Health Services, Health Net, and CUNA Mutual Group.

HomeCom produced the first live Internet broadcast of the Codie Awards, sponsored by Intel.
In 1996, while under contract with Modem Media, HomeCom Communications produced the first ever live Internet broadcast of the Olympic Games in Atlanta.
In 1997 HomeCom Communications made its appearance on the NASDAQ exchange, becoming one of the first publicly traded Internet companies. In October of that same year, Web Week named HomeCom Communications as one of the top web design companies in the country.
In 1998 HomeCom Commutations was listed among the Twenty Best Internet Consulting Firms by Internet Computing, a Ziff Davis Softbank Company.
In 1998 stock promoter David Blech pleaded guilty to illegally buying blocks of stock in three companies, including HomeCom, to inflate their prices.
In 1999 HomeCom was initiated by The Value Line Special Situations Service as a New Recommendation.
On December 8, 2000, HomeCom was delisted from the Nasdaq stock market as result of HomeCom's failure to meet Nasdaq's continued listing requirements.
