Frank A. Shepherd is an American lawyer and judge on the Florida Third District Court of Appeal.

Background

He was born in Palm Beach County, Florida.

He received his B.A. cum laude from the University of Florida in 1968. In 1970, he received a M.A. in government from the University of Massachusetts Amherst, and he was awarded his J.D. from the University of Michigan Law School in 1972.

In 1983, the Gainesville Sun reported that he had admitted to hitting his 8-year-old son with a baseball bat 12 to 15 times for not hustling in a baseball game.

He was a director of the James Madison Institute in Tallahassee, Florida from 1987 to 1995. He was later a member of the research advisory board of the Foundation for Florida’s Future from 1995 to 1998.

Judicial Service

He assumed his position as a judge of the Third District Court of Appeal in 2003.
