Frances J. Kelly (1908 – 2002) (variant name Judy Boland) was an Irish painter. Kelly studied at the Metropolitan School of Art, Dublin, Ireland. From 1932-1935, she studied in Paris, France with the cubist painter Léopold Survage. In Ireland, she painted the murals in Tullamore Hospital, Dublin, and those at the old Russell Hotel. Kelly specialized in still lifes.

She was married to Irish diplomat Frederick Boland. They had five children, Jane, Mella (who married Laurence Crowley), Fergal, Nessa, and the poet Eavan Boland.
