Farm to Market Road 865 (shortened to FM 865, also Urban Road 865) is a state highway in the U.S. state of Texas within the Houston–Sugar Land–Baytown metropolitan area. Locally, the road is known as Cullen Boulevard.

The road travels south from US Highway 90A in Houston into Pearland, just over the Brazoria County line. The road runs parallel to Highway 288 and serves as a possible alternate route. Only the segment of FM 865 between I-610 and Alternate US 90 is unsigned.

History

There have been several roads designated FM 865.

  • The original FM 865 was created in 1948 in Schleicher County from US 277 west 8 miles, but the route was cancelled the next in favor of Ranch to Market Road 33. That section of RM 33 would be transferred to US 190 in 1977.
  • The second FM 865 was designated in 1951 as a route in Crockett County from SH 163 in Ozona to an oil field west of town. The road was connected to Ranch to Market Road 33 (the original FM 865) later that year, but the road was re-designated in 1959 as Ranch to Market Road 865 which was re-designated as a section of State Highway 137 in 1984.
  • The third FM 865 was designated in 1984 in its current configuration; the new road was transferred from FM 518 as that road was designated in a new direction on what was formerly FM 3344. In 1995 the state once again officially cancelled FM 865 in favor of Urban Road 865, but as with all other urban roads, the usage is only used by the state of Texas.
