esPublico Gestiona is a cloud computing platform whose aim is to provide local government entities with an optimal environment for effectively managing documents and files, as well as to implement advanced e-Government services.
Contents
The platform is characterized by combining both a technology and a legal solution, since it includes an extensive database for models of administrative procedures that are legally updated by an editorial team whenever there is a legislative change.
The development of the platform dates back to 2007 and the first public version was released in 2009, undergoing subsequent periodical improvements until reaching the current 4.0 version.
Implementation in Spain
esPublico Gestiona is nowadays implemented in approximately 500 city and town councils, i.e. almost a 10% share of the Spanish market.
Technology
The provision of services to local government entities is based on a distribution model known as software as a service, which allows users to access software and data on the Internet via a web browser without requiring on-premise server installation.
From a functional point of view, the modules that make up the platform can be classified in three distinct groups:
1. File management:
2. Official municipal site
3. Interoperability
Developer community
Since 2010 the platform has a service-oriented API based on a REST (Representational State Transfer) architectural style around which a developer community has been set up in order to develop applications integrated with the platform. Among the most outstanding projects developed so far are the one that makes it possible to sign electronically from iPhone and Android mobile devices and the one known as certified digitizing, that streamlines unattended digitizing processes by means of a sticker labelling system.
