Elshan Hajizadeh

Education

In 1982, he graduated from the account-economic faculty of the Azerbaijan Economic Institute name after D.Bunyadzadeh.

Labour activity

In 1982-1997, Hajizadeh worked as auditor-bookkeeper, chief accountant and economist in the Fuel and energy Complex of Azerbaijan (The State Oil Company of the Azerbaijan Republic (SOCAR), Oil and gas extraction company «Azizbekovneft» (H.Z.Taghiev), Oil and gas extraction Industrial Association in Land, Joint-Stock Company «Azerigaz»).

In 1997-2006, he worked at different positions in the field of science and education; this included working for the Azerbaijan Union of Economists, the Azerbaijan National Academy of Sciences (ANAS), and Institute of Economy. He held positions in several other organizations; manager at the Sector of Structural Changes, chief at the Azerbaijan State Economic University's Social and Economic Research Laboratory, and also at the Center Scientific Researches; chief in consulting on development issues of regions of Azerbaijan and at the Center of Training of Masters he was deputy chief. Since 2009-2015 he worked as the chief scientist in macroeconomic development and economic increase department of the Economic Institute of Azerbaijan National Academy of Sciences.

Since 2010, he works as Chief Editor of the Azerbaijan Tax Journal.

Scientific degree

1. In 1998, he defended his PhD dissertation on the theme "Economic reforms and problems of their perfection in oil and gas extraction industry on land" [specialty: 08.00.05 - Economy, planning and organization of management of the national economy and his branches (industry)] and received the degree of PhD in Economics
2. In 2005, he defended his doctoral dissertation on the theme "Challenges of increase of oil recovery and gas on land of Azerbaijan" [specialty: 08.00.05 - Economy and management of the national economy (economics, the organization and management of complexes, branches and enterprises)] and received the degree of Doctor in Economics.
3. Associate Professor - diploma DS№03505 2010. The decision of the Higher Attestation Commission under the President of Azerbaijan Republic (protocol № 16-R20.04.2010).
4. Professor - diploma PR№01291 2013. The decision of the Higher Attestation Commission under the President of Azerbaijan Republic (protocol № 16-R 16.11.2013).

Scientific and pedagogical activity

He is the author of 205 proceedings (290,8 p.sh.), including 9 monographs,1 textbook, 1 study letter, 3 educational programs, 6 methodical grants, about 30 articles on various social themes. He made reports at the international conferences, congresses and symposium in foreign countries; more than 30 scientific articles have been published in various editions of a number of foreign countries. From 1997-2010, he was teacher of Tefekkur University. In 1997–2010 years he was a lecturer at Tefekkur University, in 2010-2015, a Professor of the "International Economic Relations" Department, since 2015 to the present he is the professor of "International Economics" Department of Azerbaijan State Economic University.

The concept of "socialized economics" - (socialized economics - new economic concept), national regional strategy of development (regional business, autonomous activity, Free Economic Zones, industrial parks, business incubators), an energy potential on the Caspian region and the Turkish language territories, challenges of modernization of the fuel and energy complex, reform in the power energy complex, oligopoly in development of the Azerbaijan oil industry, national energy strategy and aspects of its formation, long term maintenance of energy safety of the country of alternativeness in transformation of hydrocarbonic resources into nuclear potential, the Caspian-Persian corridor - geo-economics foreshortening (economic purposes and efficiency of constructing of the water canal from the Caspian sea to the Persian gulf), condominium safety and new financial architecture in power engineering in the Near East, information economy and nanotechnologies, the problem of urban public transport, new environmental requirements of motorization, the improvement of the regional transport infrastructure: corridors East-West and North-South, railway line Baku-Tbilisi-Kars, economic potential and export infrastructure in the region of the Caspian basin.

The monograph is devoted to the analysis and estimation of global power engineering within the framework of globalization, problems of consolidation of global power resources, acceleration, perfection and deepening of process of the reforms causing the stable economic development in the Fuel and Energy Complex of Azerbaijan in the conditions of market relations.
3. Directions of formation of new market mechanisms in the oil and gas industry. The monograph is devoted to estimation of the growing potential of natural gas of Azerbaijan in range of existing realities and virtual visibility, modern condition of the gas industry, tendencies of integration and development, formation of new flexible infrastructure in the context of market economy, and to the analysis and research of global and local perspective opportunities of natural gas in the big economic-technical turnover.
5. Model of economic development of the oil and gas extraction complex. Baku: "Elm", 2002, 472 p., 29,5 p.sh., 500 copies, scientific editor: the academician ANAS A.M.Abbasov. The leading of the monograph describes the research of the general economic problems of the oil and gas extraction industry developing on the land of Azerbaijan in sphere of going deep market relations, development of new economic model of branch complex in maintenance of industrial growth, perfection of the lead reforms. In research have also found the reflection of research tendencies of dynamic development of structural reforms on the basis of genetic analysis, development of new strategy of structural reforms and managements in the context of regular approach, use of the advanced market mechanisms, economic technologies in the decision of problems of economic modernization of complex, in the organization of effective activity.
