The park is on the site of former Camp Zoe, which for many years was a summer camp for children. The camp was later bought by Jimmy Tebeau, a concert promoter who held a series of concerts at the site named "Schwagstock". Following a history of repeated drug violations at Schwagstock, the US Drug Enforcement Administration seized the property and subsequently auctioned it off. The Missouri DNR submitted the winning bid.
