EMPRES stands for Emergency Prevention System and is an early warning, emergency prevention and rapid response programme that minimizes the risk of food, agriculture and livestock related emergencies. It was initially established in 1994 by the Food and Agriculture Organization (FAO) of the United Nations based in Rome, Italy for Transboundary Animal and Plant Pests and Diseases. In 2009, this line up was complemented with the launch of the EMPRES Food Safety programme targeted at preventing food safety related emergencies.
