The late Professor Djillali Liabes (Arabic,الجيلالي اليابس) was born in 1948 in Sidi Bel Abbes. He continued his early education in his hometown in Azza Abdelkader's high school (El Djala former high school) where he obtained his Bachelor of Letters series in 1967. His graduate studies at the University of Algiers have enabled him to obtain a degree in philosophy and social sciences, he earned his doctorate 3rd cycle and a doctorate in literature state and humanities.

He was appointed Minister of Universities in 1991, then minister of universities and scientific research in 1992.
