It is a major Panchayath in East Godavari District and the biggest Panchayath in Rajahmundry Rural Assembly Constituency. The government had planned to make this a Municipality, because of its immense growth in all sectors. But, it is very close to Rajahmundry - about 5 km. So, the government decided to merge this Panchayath into Rajahmundry. It has a plan to develop Dhavaleshwaram. Once it is merged into Rajahmundry, this village will get all the basic needs like water, roads, a proper drainage, a bus stand, schools and a proper sewerage system. Its population is nearly 50,000, which is 30% of the population of Rajahmundry Rural Assembly
Sir Arthur Cotton built a barrage across the Godavari in Dhavaleshwaram. The Sir Arthur Cotton Museum developed by the then chief engineer P Madan Gopal is located in Dhavaleshwaram. It has pictures describing the working of the dam and a display of the tools used during the dams construction. This barrage provides water for East and West Godavari districts - for agriculture. There is a statue of Sir Arthur Cotton in the village. Another attraction is boating on the Godavari.
