It is known from West Papua, Indonesia, from the vicinity of its type locality in Yapen island, as well as from the Hunstein Mountains (East Sepik Province) and Bewani and Torricelli Mountains (West Sepik Province) in Papua New Guinea. Its natural habitat are patches of primary and secondary rainforest. There are no known threats to this species.

Cophixalus balbus are small frogs, though relatively large among Cophixalus: adult males measure 26–28 mm (1.0–1.1 in) in snout–vent length. Head is large and as wide as long. Ground colour is yellowish-brownish, with dorsal surfaces covered with small warts. There is a conspicuous, dark grey W-shaped mark in the scapular region.
