Born in Kinvara, County Galway, Whelan first played competitive hurling during his schooling at Gort Community School. He arrived on the inter-county scene at the age of sixteen when he first linked up with the Galway minor team before later joining the under-21 and intermediate sides.
He made his senior debut during the 2015 championship. He scored 1-2 on his debut in the All Ireland Quarter Final against Cork as Galway advanced to the Semi Final stage, where Whelan again chipped in with 2 points. Galway won in dramatic fashion with a late point by Shane Moloney to secure a place in the final. Galway went on to lose to kilkenny GAA and Whelan scored 2 points in the game. In the 2016 All-Ireland Senior Hurling Championship Whelan scored 1-5 en route to the Semi Final where they were beaten by eventual champions and neighbours Tipperary.
On 3 September 2017, Whelan started for Galway as they won their first All-Ireland Senior Hurling Championship in 29 years against Waterford.
