Cisel Ann Otts (born September 11, 1994) is a Turkish-American women's ice hockey player. Currently, she is a member of Genc Ankaralilar Spor Kulubu team in Ankara, Turkey playing in the defense position. She takes part in the Turkey women's national ice hockey team. She is 1.50 m (4 ft 11 in) tall at 45 kg (99 lb).

Cisel Ann Otts was born to an American father and a Turkish mother in Maryland, United States on September 11, 1994. At the age of eleven, her father died and she followed her mother to Kocaeli, Turkey. She is a student of English Linguistics and Literature at Kocaeli University.
Career
Otts began with ice hockey in Turkey when she was twelve years old. She preferred this sport because she was much interested in ice skating, however she was not young enough to start a figure-skating career, as she told in a newspaper interview. She added that she performs ice hockey as a hobby, because there is no possibility to become a professional ice hockey player unlike in the United States.
