Born in Milwaukee, Sinicki was raised in the Bay View neighborhood and is a graduate of Bay View High School. After graduation, Sinicki worked as a waitress until becoming manager of a small business in Bay View. In 1981 she married Michael Sinicki. She has two children.

Rep. Sinicki's political career grew out of her involvement with her children’s education. She is a former PTA member and President. After learning first-hand the issues facing public education, she ran successfully for Milwaukee Public School Board in 1991. Sinicki served on the School board until 1998, when she was elected to the State Assembly.

In 2008, Rep. Sinicki was re-elected to the State Assembly for a 5th term. Shortly after inauguration, she was appointed Chair of the Assembly Labor Committee. She also serves on the Education Committee, the Education Reform Committee, the Transportation Committee, the Children & Families Committee, and the Veterans & Military Affairs Committee.

Rep. Sinicki is running for re-election against Julie Meyer. On August 8, 2016, Rep. Sinicki was granted a temporary harassment restraining order against Meyer's husband Michael Meyer following a confrontation in Humboldt Park. Rep. Sinicki did not pursue a permanent restraining order and the matter was dismissed by the court on August 19, 2016.
