Charles Leroy Vining Jr. (September 28, 1935 – November 30, 2003), was a Democratic member of the Louisiana House of Representatives from 1968–1972, who served a single term from District 32 (East and West Carroll parishes) in the northeastern corner of Louisiana.

Vining was elected to succeed Speaker Vail M. Delony of Lake Providence, the seat of East Carroll Parish, who died in office in November 1967. In the general election held on February 6, 1968, Vining defeated his Republican challenger, Orlando Nicholas "Nick" Hamilton Sr. (1897–1968), of Lake Providence. 52.3 to 47.7 percent. Hamilton died ten months after losing the legislative race to Vining. After one term, Vining was succeeded by a fellow Democrat, George F. Fox Jr., an attorney from Lake Providence, who also served one term in the House, 1972–1976.

At the time of his death, Vining was residing in rural Sondheimer in East Carroll Parish.
