Ceasar C. Mitchell (born 1968), a Democrat, is President of Atlanta City Council. He presides over all Council meetings and votes in the case of a tie vote by the 15 council members, makes council committee appointments, and would exercise all powers as mayor should that office become vacant or the mayor is unable to fulfill his role. He is currently running for Mayor of Atlanta in the 2017 race.

President Mitchell’s past leadership roles include chair of the Public Safety Committee, which oversees over half of Atlanta’s general fund budget; the Community Development/Human Resources Committee, which oversees the city’s economic development activities; and the City Utilities Committee. He is also a past member of the city’s Budget Commission, which authorizes the city’s annual revenue levels. In 2004, Mitchell served as Acting President of the City Council during a vacancy in the position before being elected to the role in 2009 and 2013.

Mitchell is Of Counsel with the global law firm DLA Piper, where he practices commercial real estate and finance. A longtime community servant, Mitchell has held board directorships on behalf of civic, legal, and community affairs organizations including Chairman of the Board of Directors for Hands On Atlanta, President of the Gate City Bar Association, Gubernatorial appointee to the Georgia Commission on Volunteerism and Service, and board member of Outward Bound Atlanta, Hands On Georgia, and The Future Foundation. In addition, he spearheaded the creation of the Parks Advisory Board and a Clean Green Team to help sustain parks and recreation systems within large neighborhoods and smaller communities. His other civic involvements include being the gubernatorial appointee to the Georgia Commission for Service and Volunteerism, a member of the Board of Visitors for Emory University, being on the Board of Directors for Points of Light, and serving as a chair on the National League of Cities' National City-County Task Force on the Opioid Epidemic.

Mitchell has been featured in Georgia Trend magazine as one of Georgia’s “40 under 40”, Atlanta Magazine as a “Rising Star” in its Super Lawyers Edition, and Atlanta Tribune: The Magazine as the Featured Attorney in its 25th Anniversary Special Edition in 2011. He is also an alumnus of Atlanta Magazine's 2005 class and Outstanding Atlanta. In recognition of his community service, he has been honored by the Morehouse College Alumni Association and the UGA Black Law Students Association. He has also been nationally recognized through programs like the American Israeli Political Action Committee and Atlanta's 100 Most Influential People.

Mitchell is a native Atlantan, the son of an Atlanta Police Officer and an Atlanta Public Schools Teacher, and a graduate of Benjamin E. Mays High School. He is an honor graduate of Morehouse College with dual majors in Economics and English. Mitchell earned his law degree from the University of Georgia School of Law where he served on the International Law Journal and won a national moot court championship in constitutional law. Mitchell received an honorary Doctor of Laws degree from Morris Brown College, where he also sits on the Board of Trustees.

Ceasar and his wife, Dr. Tiffany Mitchell, are the parents to daughters Canon and Czarya. They reside in the Historic West End community and attend Impact United Methodist Church.
