Robert Burns (born May 26, 1938) is a politician from Arizona who previously served as the President of the Arizona State Senate. Burns is a Republican who was elected from District 9 and resides in Peoria. Burns also served as chairman of the Senate Appropriations Committee.

Burns played a key role in the development of the Arizona Telemedicine Council, initiating the legislation that created it, and serving as the first co-chairman of the council.

In 2012 Burns was elected to the Arizona Corporation Commission. He ran for reelection in 2016, winning the Republican primary on August 30, 2016.
