Waters was born in Epsom and began his career with Crewe Alexandra and after progressing through the club's academy, he was called up to the first team by manager Steve Davis. Davis explained his decision to promote Waters to the first team, citing impressive display in the club's academy. Despite appearing in three matches as an un-used substitute throughout the 2012–13 season, Waters signed his first professional contract on a one-year deal.

In the 2013–14 season, he suffered a knee injury during a pre-season friendly match and despite recovering, spent the first half of the season, playing in the club's reserves. Waters made his professional debut on 26 November 2013 in a 2–1 defeat against Carlisle United. Since making his debut, Waters spent most of the season, in and out on the substitutes bench and on the pitch. Despite making nine appearances for the club, he was given a chance to be in the first team by Davis, including setting up a goal for Chuks Aneke, in a 4–2 loss against Peterborough United on 8 March 2014. Nevertheless, Waters was awarded with a new two-year contract, keeping him at the club until 2016.

In the 2014–15 season, he stated his aim was to establish himself in the first team and switched shirt number from 29 to 17. Waters made a perfect start to his Crewe career when he scored his first goal for the club and setting up another goal, in a 2–0 win over Barnsley in the first round of the League Cup, and four days later, scored against the same team, though Crewe lost 2–1. Waters' third goal later came on 13 September 2014, in a 1–1 draw against Yeovil Town. However, due to his dip in form, as a result of, he lost his place in the first team. Waters made sixteen appearances in the 2014–15 season.

Despite having a year left on his contract, he was released by the club on 8 May 2015. Davis explained Waters' release, citing his own struggling in the first team as a reason.

Cheltenham Town

Waters joined Cheltenham Town on 29 June 2015 after his release from Crewe Alexandra. Upon joining the club, Waters was given the number eight shirt. He made an impressive display in the pre-season friendly, where he played a role of helping the club win three out of four friendlies, including a brace with a win against Bristol Rovers. Waters made his Cheltenham Town debut in the opening game of the season, in a 1–1 draw against Lincoln City. He scored his first goals on 12 September 2015, in a 3–2 win over Dover Athletic. Waters then scored three goals in four games between 3 October 2015 and 13 October 2015 against Halifax Town, Braintree Town and Bromley. Later in the season, he scored a brace against Guiseley, Southport and Chester. However, towards the end of the season, Waters struggled to add goals and went on to make thirty appearances, scoring eleven times. As a result, Cheltenham based newspaper Gloucestershire Echo rated him 7 for the 2015–16 season, citing though his goal was impressive, his struggles were the problem. At the end of the season, Waters signed a contract extension with the club.

Northampton Town

Waters signed for Northampton Town on 8 June 2017 for an undisclosed fee.

International career

Waters has been placed on the stand-by list for Wales under-21s on two occasions, but is yet to receive a cap.

In March 2016, Waters was called up by the England C squad.
