William R. "Bill" Sarto (born November 14, 1948) was the village president of Carpentersville, Illinois until May 5, 2009. Elected on April 5, 2005, his public position is non-partisan. Sarto defeated trustee Paul Humpfer in the 2005 consolidated election. This was Sarto's first public position in the Village of Carpentersville. Sarto filed as a candidate for reelection in the April 7, 2009, consolidated election. He was defeated in the election and completed his term on May 5, 2009.

Sarto worked in the Illinois State government for 31 years until he retired on December 31, 2005. He began his state service in the Illinois Secretary of State's office in November 1974. He began as the assistant supervisor of the Driver's License Facility in Elgin, Illinois. He later was made director of the Schaumburg, Illinois facility. In September 1977, Sarto left the secretary of state's office, when he accepted the position of a field auditor in the Illinois Comptroller's Office. Sarto continued in that position for 28 years.

Prior to Sarto's state service he worked for the City of Elgin in the Parks and Recreation Department. Sarto worked on Wing Park Golf Course and helped build Spartan Meadows Golf Course. He was elevated to the position of "lead man", and was assigned to Lord's Park. His duties included overseeing the maintenance crew at Lord's Park. He also supervised the women's softball league, created a youth flag football league for boys and worked on other recreational programs within the City of Elgin's Parks and Recreation Department.

Bill Sarto served as the chairman of the Kane County Democratic Party (1986–1990). Prior to that, Sarto was the Elgin Township Democratic Party chairman from 1982–1986.

Sarto served on the campaign staffs of several statewide candidates, including Michael J. Bakalis and Richard J. Durbin for governor and lt. governor. He assisted in the campaigns of Roland Burris, Dawn Clark Netsch, Adlai Stevenson III, Paul Simon, Michael Howlett, Alan Dixon and others.

Sarto created the Robert F. Kennedy Golden Eagle Award in connection with the Robert F. Kennedy Memorial Foundation in Washington, D.C.
