The Annex SL, developed by the ISO provides the framework for a new ISO Management System standard (MSS) or to revise an existing ISO-MSS (for example, ISO 9001, ISO 14001). All new ISO management standards will follow this framework and the old ones will be revised to this new framework.
General
Before 2012, various standards for management systems were written in different ways. Several attempts have been made since the late 90s to harmonize the way to write these but the first group that succeeded to reach an agreement was the Joint Technical Coordination Group (JTCG) set up by ISO/TMB.
According to Annex SL, a Management System Standard should follow the structure:

- Terms and definitions
- Context of the organisation
- Leadership
- Planning
- Support
- Operation
- Performance evaluation
- Improvement
Differences ISO 9001:2015 / ISO 14001:2015 / ISO 45001:DIS
All standards for management systems will follow the above listed structure and also in this order and with these wordings, however within these clauses, sub-clauses are distinguished that differ per topic, like 'quality' or 'environment'. Through additional sub-clauses or modified wording the standard is made specific for this topic.
