Andriy Ginkul (born December 17, 1975, Chernivtsi Oblast) — Ukrainian lawyer, an economist, an expert on regional, local economic development and implementation of energy conservation projects.
Contents
He has 17 years of experience in Ukraine as an expert and project manager for the World Bank, international technical assistance programs and projects of the EU TACIS, the European Bank for Reconstruction and Development, USAID, CIDA and UNDP.
The project manager of EU Project "Support for Local Government Reform in Ukraine", coordinator of international projects of Local Development and Reforms Center and the Association of Energy Auditors, member of the NGO "Ukrainian Association of Management Consultants".
Expert of series of specialized organizations, namely the Civil Society Institute, the Club of Mayors, the All-Ukrainian association of small and medium businesses "Fortetsya", Ukrainian adventure and eco-tourism association.
Education
In 1993–98 studied at the Law Department of Chernivtsi National University, where he received the qualification of law specialist.
In 1998 he received a diploma for practical course on public international law, which was jointly organized by the Hague Academy of International Law in the Netherlands and summer school on European Integration and Law (Austria).
In May 2000, he received a certificate for participation in the training course for mentoring independent professionals in the sphere of financial restructuring and companies reorganization organized in the frame of financial restructuring project with the support of USAID, Deloitte & Touche and Ukrainian Center of Post-Privatization Support of Enterprises.
In 2000 he took part in an intensive training course for managers of arbitration at the International Centre of Privatization, Investment and Management and has got certificate of arbitration manager.
In 2002 he attended management courses at the Catalonia Chamber of Commerce and the German Management Academy of Lower Saxony. This was a part of an internship program for TACIS managers at engineering company IDOM (Madrid-Barcelona, Spain).
In 2003 received a second university degree at Kyiv National Economic University and has received a diploma of business management specialist.
In 2010–11 he took part in a series of trainings and seminars on "Project Cycle Management", "EU procurement rules", "Infrastructure projects financed by EU", "Conditions of FIDIC Contracts" in frame of the EU Project "Support for Sustainable Regional Development in Ukraine ".
Civic activity
In 1998–2003 was an active member of the Kyiv branch of international youth organization Ukrainian Youth Association.
Professional activity
He started his career in 1995–99 as a legal advisor and manager of public relations at a private law firm "Pravkon" (Chernivtsi). In 1998 worked as a trainee, assistant of attorneys and legal advisers at Law Firm «DJ Freeman», New Trial Chamber (London, Birmingham, UK).
His main activities there were the implementation of European Union affairs and international law under the assistance to senior lawyers, study of the structure and law of Council of Europe and European Commission.
In 1999–2000 was a restructuring consultant of World Bank projects on the restructuring of enterprises (companies: Taylor Nelson Sofres Consulting, France; Arcadis BMB Management Consulting, Netherlands).
Since June 1999 he has been being the executive director of Consulting Union "Navigator" which actively cooperates with international partners: Ramboll A/S (Denmark), Kommunalkredit Public Consulting GmbH (Austria), Bearing Point (KPMG, Ireland), Chemonics international (US), IDOM (Spain), SCOR (Poland), Grontmij A/S (Denmark). He is also a project manager, complies legal and strategic planning, provides an expert service on regional development, energy efficiency use and reform of housing and communal services.
Since 2000 and until now he has been being a consultant and assistant of several Ukrainian [Member of parliament|MPs] on drafting legislation, writing legal opinions, economic studies and scenarios for application of regulations. The main types of work: preparation of draft legal documents on regional development, proposals for public procurement reform and draft of the Tax Code amendments.
2008–2011 – expert of legal issues and strategies’ development of EU project "Support for Sustainable Regional Development".
2011–2013 – free-lance consultant of First Deputy of Kyiv City State Administration Head on development of territory and local infrastructure, energy efficiency use and tourism.
2012–2013 - leading expert at preparation of Action Plan “Ukraine-EU“ in the field of tourism and increasing the capacity of the State Agency of Ukraine for Tourism and Resorts for cooperation with European Union.
2013 - expert on regional development of UNDP in the Crimean office.
In 2013–2014 was engaged into preparing and managing projects involving international organizations EBRD, USAID, EU, CIDA, GIZ, SDC for such organizations as the Association of Cities of Ukraine, the Institute for Civil Society and the Association of Energy Auditors.
2014–2015 - expert of the project "Support for institutional capacity of Ukrainian cities at development and implementation of policies for sustainable energy development," which was implemented with the support of USAID «Municipal energy reform in Ukraine."
Since January 2015 he has been being the project manager of EU Project "Support to Local Government Reform in Ukraine".
Family
Married. Has two kids.
