Andrew O. "Andy" Skaar (born January 3, 1922) is an American former politician in the state of Minnesota. He was born in Minneapolis, Minnesota. He is an alumnus of the Northwest School of Agriculture, and is a grain and livestock farmer. He served in the House of Representatives for the 66th District from 1963 to 1966, for District 67B from 1967 to 1972, and for District 1B from 1973 to 1974. He lives in Thief River Falls, Minnesota.
