André Bureau, OC OQ (born October 10, 1935) is a Canadian lawyer and communications executive.

Born in Trois-Rivières, Quebec, he received an LL.B. from Université Laval in 1958 and a D.E.A. from the University of Paris I: Panthéon-Sorbonne in 1960. He was called to the Quebec Bar in 1959.

From 1960 to 1968, he was a practicing lawyer with Heenan Blaikie. From 1968 to 1972, he was an Executive Vice-President at La Presse, one of Quebec's largest French-language daily newspapers. He returned to practicing law from 1973 to 1976 before being appointed Executive Vice-President at Télémédia Communications Ltée in 1976. He was president of Telemedia from 1980 to 1981. M.Bureau escorted Telemedia electronic media primarily in the Radio and Network Radio arenas into more Bicultural enterprise as he had supported in French and English Publishing earlier. M.Bureau recruited and formed a team of senior thinkers from his strong relationships in the 1970s with Anglo innovators that he observed up close in Montreal, shortly thereafter it came as no surprise Telemedia shareholders embraced the acquisition of a collection of English Language Radio assets anchored this time by the "surprising" successful and additionally embraced license transfer and A&L by Canadian Sports and legendary radio live covage innovator icon Foster Hewitt OC.

The strategy designed by his team was " the 80s vision thing" ( NBdGB) well in advance of Radio actualities. When broadcast historians gaze back,at that era, at Bureau's collection human assets they see a Congress of Canadian innovators from bicultural, broad generational representation and future superior achievers AAA rating assets to carry the " the Metaphor Commerciale" Core to "Bureau's cabinet" ,as the future revealed later, was Rubik's cube in Privately owned high quality and maximized efficiency solved. Andre Bureau had surrounded himself with Radio Chefs carrying visionary ingredients that changed the recipe for optimizing Canada's unintentional yet preponderance of small range, small market undermaintained, privately owned frontier entrepreneurial licenses. His guidance was to: forego the lure of The Lyonnaise dream to establish " Bureau's Bistro Theory" of locavore ingredients with networked menus of sharing and efficiency, a theory explained in reconstruction by Leslie Sole( ERII QQM) with his own dissolving cabinet anecdotally at his retirement party. Bureaus 365 day Cabinet in advance of 1984 ( seems quaint ).

Approved with pride and a nudge Bureau wanted to give Canadians toward innovation. So many forget CKAC at Parc Jarry when Bureau/Demers brought Major League Baseball its 3rd play by play language Montrealaise Francais. One very funny Bureau executive, come eventual All Sports du Quebec RDS inventor Normand Beauchamp ( Normpoleon) said " first I can only translate Knucklesandwich, and I worked on " Knuckleball" couldn't even find it in that "Kama Sutra" pamphlet.

  • Bureau was in motion quietly leaving to reposition his objectives and in 365 day chunks, walked on each stone, to the Presidency of Telemedia Ventures from 1981 to 1982. From 1982 to 1983, he was president and CEO of Canadian Satellite Communications Inc. From 1983 to 1989, he was Chairman of the Canadian Radio-television and Telecommunications Commission (CRTC). He then became President and CEO of Astral Inc and president of Astral Broadcasting Group Inc. In 1989, he re-joined Heenan Blaikie as counsel.

    In 1993, he was made an Officer of the Order of Canada. In 1992, he was made a Knight of the Ordre des Arts et des Lettres. In 2004, he was inducted into the Canadian Association of Broadcasters Hall of Fame. In 2012, he was made an Officer of the National Order of Quebec.
