Alok Ranjan is a retired 1978 batch IAS (Indian Administrative Services) officer from the U.P Cadre, who is widely considered to be one of the most popular and effective officers of the state. He is known for his honesty, flare for public speaking and for being approachable to the general public.

Alok Ranjan retired on 1 July 2016 after holding the office of Chief Secretary for the Government of Uttar Pradesh (the highest ranking Civil Service official in the State Government of Uttar Pradesh.) for over two years. Prior to this he has held various portfolios including Infrastructure and Industrial Development Commissioner (IIDC) and Agriculture Production Commissioner (APC) for the state of U.P.

After retirement, he was appointed as the Chief Advisor to the Honorable Chief Minister of U.P and Chairman U.P.S.I.D.C (Uttar Pradesh State Industrial Development Corporation). He is currently serving in this capacity.

Career

During 38 years of distinguished service (1978-2016) Alok Ranjan has held various administrative portfolios with the Government of Uttar Pradesh and Government of India. Some of his primary achievements include the following :
Chief Secretary of Uttar Pradesh
Tremendous boost was given to the development of the State during this period. Alok Ranjan introduced a work culture of accessibility, transparency, integrity, responsiveness and result orientation. He translated the vision of Hon. Chief Minister, Shri Akhilesh Yadav into reality by completing all major projects on schedule. Some key project include :
- Lucknow Agra Expressway
- Lucknow Metro
- Energy sector reforms were implemented leading to 24 hours power supply in Urban areas and 16 hours in Rural areas.
Infrastructure and Industrial Development Commissioner
Successfully implemented the industrial policy and held several investment meets to get over Rs.80,000 Cr. MOU’s signed for investment in U.P.
Introduced and implemented the Single Window System for industry.
Agriculture Production Commissioner
Ensured that there was no shortage of seeds and fertilizers and other inputs in the State.
Initiated the successful Kamdhenu Dairy Scheme and Poultry scheme thereby bringing about breed improvement and enhancing the income of the farmers.
Principal Secretary, Urban Development and Environment
Successfully implemented the Jawaharlal Nehru Urban Renewal Mission Projects and also got projects approved and implemented under National Ganga River Based Authority.
Also made Property Tax 'online' in UP and carried out all round reforms in municipal services.
Principal Secretary, Technical & Vocational Education
Brought about examination and curriculum reforms.
Implemented faculty development and virtual class room projects to enhance quality of technical education.
Joint Secretary, Defence, Government of India
Secretary to Chief Minister of Uttar Pradesh
Looked after departments which included Urban Development, Housing, Law & Order, Industry and Education for a period of 4 years as Secretary to the Chief Minister of U.P.
Finance Secretary
Conceived and implemented the Computerization of UP Treasuries project
Secretary, Basic and Adult Education
In his three years tenure more than 20,000 primary schools were constructed in the State of U.P. The World Bank appreciated the excellent implementation of its `Education for all’ project during this tenure.
Alok Ranjan also served as District Magistrate & Collector of five districts – Ghazipur, Banda, Ghaziabad, Agra and Allahabad. He looked after Law and Order, Rural Development, Urban Development and Coordinated work of all departments.
As DM Agra he took initiative and successfully implemented the 'Total Literacy Campaign'. Agra was declared the first successful district in implementing total literacy by National Literacy Mission. Alok Ranjan also conceived and initiated the project of Computerization of land records in Ghaziabad and Agra.
As Administrator Municipal Corporation of Allahabad & Vice Chairman, Allahabad Development Authority he did an exceptional job of maintaining and cleaning the city during Mahakumbh of 1989. He was also responsible for creating Nehru Park, Bhardwaj Ashram Park and Saraswati Ghat beautification projects.

Alok Ranjan has published two books on administration.
- The Collector Today – Challenges of District Administration.
- Towards Adult Literacy in India.
He has also written several articles for Times of India, Hindustan Times and Economic Times.
Other Positions
Alok Ranjan is the serving President of Lucknow Management Association. He is also the current President of U.P. Badminton Association.
He has also served as State Coordinator for INTACH.
