Samuel started his career at Aberystwyth Town, before moving to Swansea City.
He was a mainstay of the Swansea City under-21 side which won the Professional Development League in 2014–15.
In September 2015, Samuel went on loan to Greenock Morton until 9 January 2016. He made his debut as a late substitute for Romario Sabajo in a 4–2 victory against Livingston. He scored his first Scottish League goal with the late equaliser in the Renfrewshire derby against St. Mirren on 20 November 2015. On 8 January 2016, the loan was extended until the end of the season. In February 2016, he returned to Swansea to receive treatment after sustaining an injury in a Development League West match against Queen's Park.
On 13 January 2017, Samuel joined League Two club Newport County on loan until the end of the 2016–17 season. He made his debut for Newport on 21 January 2017 in the League Two match versus Barnet as a first half substitute. Samuel scored his first Football League goal on 18 March 2017 for Newport versus Blackpool.
On 9 May 2017 Samuel signed for Stevenage on a two year deal. He scored his first goal for Stevenage in an EFL Trophy tie against Oxford United on 29 August 2017.
