Sri Green Productions began a new film venture directed by Shanmugam Muthusamy and featuring G. V. Prakash Kumar in the lead role during July 2016. The team initially announced that Vaibhavi Shandilya would portray the leading female role, but she was later replaced by Surabhi. Actor Sarath Kumar was also chosen to portray supporting roles, along with Thambi Ramaiah. For his role in the project, Sarath Kumar grew a beard and stated that it would be a "re-entry" for him back into Tamil films after a brief hiatus. Mandira Bedi was also signed on to appear in the film after the director felt that she could portray a North Indian police officer in the film. He approached her about the role after following her posts on social media and feeling she would be apt for the character.
