The State Duma of the Federal Assembly of the Russian Federation the seventh convocation (Russian: Государственная Дума Федерального Собрания Российской Федерации седьмого созыва) is the current convocation of the lower house of Russian parliament.

Contents

The composition of the 7th State Duma was based on the results of parliamentary elections in 2016. Elections were held on a mixed system: 225 deputies are elected on party lists and 225 — in single-member constituencies. Of the 14 parties participating in the elections, only 4 were able to overcome the required 5% electoral threshold. Two parties and one independent candidate was able to pass in the state Duma in single-mandate constituencies.

Until 2020 the meeting of the Chamber will be held in the State Duma building, at the address: Moscow, Okhotny Ryad street, 1. In 2020, according to the plan, the State Duma (as well as the Federation Council) will have to move to a new Parliamentary Centre. However, due to problems with financing, the Parliamentary Centre may not be ready in 2020, due to the transfer may be postponed to a later date.

Leadership

The first meeting, according to tradition, was hold its eldest Deputies, 86 year old Zhores Alferov and 79 year old Valentina Tereshkova.

On October 5, 2016, Vyacheslav Volodin was elected Chairman of the State Duma.

Election of Chairman

On September 23, 2016, President Vladimir Putin proposed that United Russia nominate Vyacheslav Volodin to the post of Chairman of the State Duma. The majority leader Vladimir Vasilyev said that the United Russia faction will support the candidacy of Volodin. On 24 September, United Russia approved candidates for the posts of Chairman and Vice Chairmen of the State Duma. Also, the support Volodin said the head of the faction of the Liberal Democratic Party and "A Just Russia".

Communist party has put forward Dmitry Novikov for the position of Chairman of the State Duma.

Factions

After the elections, was formed by the four parliamentary factions. The largest fraction consists of 343 Deputies, consisting of 342 deputies from United Russia and one Independent Deputy. United Russia increased the number of their faction more than 100 seats, thus obtaining a constitutional majority (2/3 of seats). In first since 2007, in addition to the four major parties in the State Duma was also able to pass two small parties. Both parties have one Deputy, not included in not one of the factions. The Rodina party received representation in the State Duma, the first since 2003. Also in the State Duma was the party of Civic Platform for the first time participated in the elections.
