The 1991 Davis Cup was the 80th edition of the most important tournament between national teams in men's tennis. A total of 87 nations participated in the tournament. In the final, France defeated the United States at the Palais des Sports de Gerland in Lyon, France, on 29 November - 1 December. During the tournament, Yugoslavia was in the process of dissolving. Croatian tennis players Goran Ivanišević and Goran Prpić withdrew from the team after the declaration of Croatian independence, with the team losing its subsequent draw against France.

World Group Qualifying Round

Date: 20–22 September

  • Brazil, Great Britain, Netherlands, and Switzerland promoted to World Group in 1992.
  • Belgium, Canada, Italy, and Sweden remain in World Group in 1992.
  • Cuba (AMN), Denmark (EA), India (AO), and Philippines (AO) remain in Group I in 1992.
  • Austria (EA), Israel (EA), Mexico (AMN), and New Zealand (AO) relegated to Group I in 1992.
  • Americas Zone

    The semifinals winners from Group I advanced to the World Group Play-offs for a chance to play in the World Group the following year. First round losers competed for relegation to Group II. The winning team from the Group II bracket was promoted to Group I play the following year.

    Asia/Oceania Zone

    The semifinals winners of the Group I bracket competed in the World Group Play-offs for a chance to compete in the World Group the following year. Two teams from Group I competed in a preliminary round where the loser would be automatically relegated to Group II. The winner of the Group II bracket was promoted to Group I the following year.

    Group I

    No final round was held, since both semifinals winners advanced to the next stage. The losing team of the preliminary round was relegated to Group II in 1992.

    Europe/Africa Zone

    Four teams from the Group I brackets advanced to the World Group Play-offs for a chance to compete in the World Group the following year. First round losers competed for relegation to Group II. The two winning teams of the Group II sub-zones were promoted to Group I play in 1992.
