The 1990–91 Northern Counties East Football League season was the 9th in the history of Northern Counties East Football League. The league consisted of 42 teams.

Premier Division

The division featured 16 teams, including the following new clubs:

  • Maltby Miners Welfare, promoted from NCEL Division One
  • Ossett Town, promoted from NCEL Division One
  • Spennymoor United, transferred from Northern League Division One
  • Winterton Rangers, promoted from NCEL Division Two
