The 1989–90 Northern Counties East Football League season was the 8th in the history of Northern Counties East Football League. The league consisted of 47 teams.

Premier Division

The division featured the same 18 clubs, with the following new teams;

  • North Shields, transferred from Northern League Division One
  • Sheffield, promoted from NCEL Division One
  • Sutton Town, relegated from Northern Premier League Division One
