Premier Division

The Premier Division featured six new teams:

  • Merthyr Tydfil, promoted as champions of the Midland Division
  • Moor Green, promoted as runners-up of the Midland Division
  • Waterlooville, promoted as runners-up of the Southern Division
  • Dover Athletic, promoted as champions of the Southern Division
  • Bath City, relegated from the 1987-88 Football Conference
  • Wealdstone, relegated from the 1987-88 Football Conference
