The Premier Division featured five new teams:

  • Fisher Athletic, promoted as champions of the Southern Division
  • Folkestone, promoted as runners-up of the Southern Division
  • King's Lynn, transferred from the Northern Premier League
  • Sutton Coldfield Town, promoted as runners-up of the Midland Division
