The 1991 Whitby municipal elections were held on November 12, 1991 to elect municipal officials in Whitby, Ontario.

  • David Wall was forty-four years old, and was a veterinary pharmaceutical representative. He had previously campaigned for the Ward Two council seat in the 1988 municipal election, losing to Joe Bugelli. He suggested that the private-sector could become involved in building sports complexes.
