WTSD-CA channel 14 PSIP is a Philadelphia, Pennsylvania independent commercial digital Class A television station broadcasting on channel 23 UHF. Transmitter is located within Roxborough, Philadelphia, Pennsylvania antenna farm with television reception area of Philadelphia, Pennsylvania and its northern, eastern, and southern suburbs a part of the Philadelphia, Pennsylvania media market area.

WTSD-CA community of license is Philadelphia, Pennsylvania with licensee Local Media TV Philadelphia, LLC of Los Angeles, California owned by Local Media TV Holdings LLC of Alexandria, Virginia.

History

On November 28, 1980 FCC issued call sign W61AN and granted original analog construction permit for new TV translator station to serve Newark and Brookside, Delaware for ERP 100 W channel 61 UHF facilities at Coordinates 39°32′03.662″N 75°42′35.872″W Summit, Delaware. The primary TV station is WGCB-TV Channel 49 UHF of Red Lion, Pennsylvania. November 30, 1981 W61AN license granted.

On November 30, 1988 W61AN was issued call sign W14BG and granted major modification to a licensed facility construction permit for ERP 1 kW channel 14 UHF facilities at Coordinates 39°32′04″N 75°42′36″W Summit, Delaware. May 30, 1989 W14BG license granted.

On October 8, 1991 FCC granted W14BG voluntary assignment of license from Francis J. Tafelski to Priority Communications Ministries, Inc.

On August 21, 1995 W14BG call sign changed to WXHL-LP.

On December 2, 1996 FCC granted WXHL-LP major modification to a licensed facility construction permit for ERP 71 kW channel 14 UHF facilities at Coordinates 39°40′38″N 75°39′47″W Christiana, Delaware with community of license Wilmington, Delaware. September 5, 1997 WXHL-LP license granted.

On August 3, 2000 FCC granted WXHL-LP to convert LPTV facilities to Class A station status. On March 12, 2002 WXHL-LP granted construction permit for ERP 146 kW channel 14 transmission facilities at Coordinates 40°02′30″N 75°14′11″W in Roxborough, Philadelphia antenna farm. On April 22, 2002 WXHL-LP LPTV was issued Class A call sign WTSD-CA. January 12, 2004 WTSD-CA license granted for Class A facilities in Roxborough, Philadelphia antenna farm. On March 10, 2004 WTSD-CA granted construction permit for minor change to a licensed facility to correct prior license and December 10, 2004 license granted.

On June 26, 2006 WTSD-CA reduced transmitter ERP to 500 W and applied for Engineering STA with community of license specified Philadelphia, Pennsylvania, because main transmitter TH610 Diacrode tube blew out and using solid-state back-up system. On August 25, 2006 WTSD-CA ceased transmission and applied for Technical Request for Silent STA and extension, because must cease using leased equipment at Roxborough, Philadelphia antenna farm.

Between January 30, 2007 and March 6, 2007 WTSD-CA license was assigned to Priority Communications Ministries, Debtor-In-Possession of Wilmington, Delaware.

On June 6, 2007 WTSD-CA granted Engineering STA. Since WTSD-CA had been off the air since August 25, 2006, to resume ERP 71 kW Channel 14 analog transmission at its prior license facilities Coordinates 39°40′38″N 75°39′47″W at Christiana, Delaware. On June 22, 2007 WTSD-CA resumed analog transmission at Christiana, Delaware facilities. Between December 4, 2007 and December 5, 2011 FCC granted nine Extension of Existing Engineering STA to above Engineering STA.

On December 29, 2011 WTSD-CA ceased analog transmission from STA temporary site in Wilmington, Delaware and consummated WTSD-CA sale from Priority Communications Ministries, Inc. of Wilmington, Delaware to Loop Media, LLC of Los Angeles, California without any transmission facilities.

On March 23, 2012 Loop Media, LLC of Los Angeles, California sold WTSD-CA to Local Media TV Philadelphia, LLC of Los Angeles California owned by Local Media TV Holdings LLC of Alexandria, Virginia.

On June 24, 2012 WTSD-CA resumed with digital transmission on displaced digital channel 16 UHF from channel 14 to avoid 52 dBu contour overlap with 130 km radius of Land Mobile reference point of channel 14 at New York City (40-45-06, 73-59-39).

On July 3, 2012 WTSD-CA ceased operation at request of Information Technology and Telecommunications Department from The City of New York, because of receiving increased interference and asked WTSD to cease operation until they could conduct tests to determine the source of the interference.

On September 13, 2012 WTSD-CA granted Engineering STA to lower ERP from 15 kW to 22 W.

On June 11, 2013 WTSD-CA resumed digital operations on channel 23 UHF displaced from channel 16 UHF.
