Hubert Victor Whitsey (21 November 1916 – 25 December 1987) was an Anglican bishop. He was the Bishop of Hertford from 1971 to 1974 and the Bishop of Chester from 1974 to 1981.

Whitsey was educated at Queen Elizabeth's Grammar School, Blackburn and St Edmund Hall, Oxford. After a curacy in Chorley he became the vicar of Farington and the Rural Dean of Bolton before his ordination to the episcopate.
