SS Ozette was built for the United States Shipping Board by the Seattle-North Pacific Shipbuilding Company at Seattle, Washington, and launched on 28 September 1918. The Shipping Board transferred her directly to the U.S. Navy's Naval Overseas Transportation Service and the Navy assigned her the identification number (Id. No.) 3985, but she was never commissioned into U.S. Navy service.
