Fulton was built as a civilian vessel of the same name in 1909 by the Staten Island Shipbuilding Company at Port Richmond on Staten Island, New York. The U.S. Navy acquired her from her owner on 30 April 1917 for World War I service as a patrol vessel. She was commissioned as USS Fulton (SP-247). She was renamed USS SP-247 on 11 April 1918.
The Navy returned Fulton to her owner on 12 August 1919.
Fulton' should not be confused with the submarine tender USS Fulton (AS-1), which was in commission at the same time.
