Travis Howard Phelps (born July 25, 1977) is a former Major League Baseball pitcher. He played in Major League Baseball from 2001-2004 for the Tampa Bay Devil Rays and Milwaukee Brewers.

In 2008, Phelps played for the York Revolution in the independent Atlantic League. In 32 games, he went 3-3 with a 3.82 ERA and 49 strikeouts.

On January 6, 2009, Phelps signed a minor league contract with the Detroit Tigers. However, he was released by the Tigers at the end of spring training and re-signed with the Revolution. He became a free agent at the end of the 2009 season.
