Tor-Kristian Karlsen (born 15 June 1975) is a Norwegian football scout and executive, most recently CEO at AS Monaco after being promoted from the job as sporting director at the club. He has previously worked as scout for Grasshopper Club Zürich (1996-1998), Watford F.C. (1998-2000), Bayer 04 Leverkusen (2000-2004), Hannover 96 (2004-2006), and FC Zenit Saint Petersburg and as sporting director in the Norwegian club Fredrikstad FK.

In addition to his scouting engagement, Karlsen have been working freelance for TV 2 (Norway), BBC Radio, FIFA Magazine, SportBild, Neue Zürcher Zeitung, The Independent, The Times and Four Four Two as a football expert and analyzer.

In September 2008 Karlsen signed a four-year contract with the Norwegian club Fredrikstad FK in the position as sporting director, starting from 1 November, but left the club on 22 January 2009 due to a dispute with the Fredrikstad-coach Anders Grönhagen.

On 12 March 2012 it was announced that Karlsen was hired as the new sporting director of AS Monaco. 10 September 2012 the club announced the promotion of Karlsen to the job as Chief Executive Officer.
