Anthony Lindsay Caplin was born 1951 in Southport, Lancashire to Abram Moses Caplin and Vera Doris Benjamin, both descendants of Russian Jewish emigrees. He is a British company director and former chief operating officer of the United Kingdom's Conservative Party.
In 2009 it was suggested that he should be appointed a peer.
He was chairman of the Public Works Loan Board, which is responsible for infrastructure project loans worth billions of pounds. The board is responsible for lending money to local authorities, as well as for collecting the repayments. He resigned from this position in April 2014 when it was revealed that he was made bankrupt in May 2012, with debts of more than £3 million, and owing £200,000 to HM Revenue and Customs.
