Houck attended Collinsville High School in Collinsville, Illinois. He was drafted by the Toronto Blue Jays in the 12th round of the 2014 Major League Baseball Draft, but did not sign and attended the University of Missouri to play college baseball.

As a freshman at Missouri in 2015, Houck started 15 games, going 8–5 with a 3.49 earned run average (ERA) and 91 strikeouts and only 12 walks in 100 23 innings. After the season, he played for the United States collegiate national team. Against Cuba, Houck, A. J. Puk and Ryan Hendrix combined to throw a no-hitter. As a sophomore, Houck started 15 games and was 5–6 with a 2.99 ERA and 106 strikeouts.
