The Section 108 Study Group was a select committee of copyright experts, convened in 2005 by the Library of Congress' Copyright Office, and charged with updating for the digital world the United States Copyright Act's balance between the rights of creators and copyright owners and the needs of libraries and archives. The Group released a final report in 2008 calling for some changes and updates to Section 108, but was unable to achieve consensus on other areas identified as needing update.
