Rikard Olai Kaarbø (22 May 1850 – 3 March 1901) was a Norwegian businessperson and politician.
Kaarbø was born in Trondenes to Vilhelm Olssøn Kaarbø and Martine Mikaline Kildal. In 1875 he married Anna Elisabeth Lund, and among their children was painter Ragnhild Kaarbø. Another daughter, Valdis, married officer Erland Frisvold.
He established shipping industries in Harstad, and is regarded as the founder of the city, which population increased from about 60 to 1,100 between 1876 and 1900. He was a co-founder of Haalogalands Dampskibsselskab (1888) and founded Harstad mekaniske Verksted in 1895. He served as mayor of Trondenes from 1882 to 1901.
