Richard E. Parks (October 28, 1943 – March 1978) was an American basketball player.

A 6'7" forward, Parks played college basketball at Saint Louis University (he transferred from University of Tulsa, where he was once the free throw percentage leader in 1963–64).

Parks was drafted by the Cincinnati Royals in the 5th round (7th pick, 47th overall) of the 1966 NBA draft; previously, he was also drafted in 1965, but in the 13th round (94th overall) by the Philadelphia 76ers.

Parks played on the 1967–68 Pittsburgh Pipers team that won the 1968 ABA Championship.
