Hettige Yasasiri (H.Y) Ranjit Perera is a Sri Lankan academic. Professor Perera was the founding Dean of the Faculty of Engineering at the General Sir John Kotelawala Defence University. He was also a former head of Department of Electrical Engineering at the University of Moratuwa Sri Lanka. Between 2013 and 2015 he served as the Chairman of the Arthur C. Clarke Institute for Modern Technologies.

Born in a remote village in the eastern edge of Colombo district he completed his school education at Nalanda College Colombo and graduated from University of Moratuwa with a B.Sc in Electrical Engineering whereafter he worked for the Ceylon Electricity Board as an engineer.

He later earned a Doctor of Engineering degree from RWTH Aachen University in Germany where he enjoyed a distinguised academic career.

He is a Chartered Engineer, Member of Institution of Engineers, Sri Lanka and served in regulating the energy sector as Director General, Public Utilities Commission of Sri Lanka from 2008 to 2010.
