Randall Andre Milligan (born November 27, 1961) is a former first baseman in Major League Baseball who played from 1987 to 1994. He is currently a scout with the Baltimore Orioles. Milligan is nicknamed "Moose".

In 1989, Milligan won the International League batting title with a .326 BA and was tops in RBIs with 103. His 29 home runs ranked third in the league, barely missing the Triple Crown by two home runs.

Milligan's game-winning double scoring Cal Ripken on June 17, 1991 is shown in the Oscar-nominated movie A Few Good Men.
