Dato' Ramlan Bin Ibrahim (born 6 January 1957) is a senior Malaysian diplomat. He is the current Secretary General of the Ministry of Foreign Affairs of Malaysia.

Ramlan has a science degree from the National University of Malaysia and a master's degree in international relations from University Kebangsaan Malaysia and a master's degree in international relations from Webster University in Missouri.

Ramlan jointed the Malaysian civil service in 1981 and has worked at Malaysia's Ministry of Foreign Affairs since 1986. From 2001 to 2004, he was the Deputy High Commissioner of Malaysia to Singapore. From 2004 to 2006, he was Malaysia's Ambassador to Bosnia and Herzegovina and from 2009 to 2013 as Malaysia's Ambassador to South Korea. From 2013 to 2015, he was the Foreign Ministry's Deputy Secretary General for Bilateral Affairs.

Ramlan was the Permanent Representative of Malaysia to the UN in New York from 2015 to 2017, in which Malaysia was a member of the United Nations Security Council, and in June 2015 and August 2016 Ramlan was President of the Council.

On 1 January 2017, Ramlan was appointed the Foreign Ministry's Secretary General.
