The first explosion ripped through the five-story, 20-apartment Raglan Court building about 9:30 a.m., and waking up people 5 miles away. The explosion caused windows to be smashed within a 100-yard radius. Many residents thought it was a bomb. Soon afterwards, the flames engulfed the luxury apartment complex. The authorities said that three other people originally feared buried in the rubble were thought to be abroad, and others contacted the authorities to notify them that they were staying with relatives.
