Public Private Partnership (PPP)
Mr. Fahad Zafar (the in-house Financial Consultant of Government of Punjab housed in Lahore Development Authority) proposed and developed innovative financing arrangement i.e. Public Private Partnership (PPP) model where a certain Government land parcel is divided in two halves. One half for Affordable Housing and other half for Commercial Housing Society. Private Partner builds Affordable Housing units at its own expense and gets the land allocated for Commercial Housing Society. He sells residential and commercial plots at market rates at Commercial Housing Society and makes handsome return. This provides affordable housing units below market value to deserving citizens of Punjab without Governments financial allocations.
The innovative affordable housing project feasibility was approved by Director General LDA and Planning & Development Department of the Government of Punjab. Top housing developers of Pakistan were invited at Chief Minister Punjab's office and were given briefing on the innovative PPP mode.
